We have urgent openings with one of our reputed client for the position of Customer Service, Billing & Collection Manager.<\/p>\n

2. JOB PURPOSE:
\nTo represent the company to the customers in relation to supply of utilities and administration of service agreements related to District Cooling, Gas Supply, Environmental Services and Pneumatic Waste Collection. Coordinate and oversee various provided utility services within Lusail City both on temporary and permanent bases to make sure that all required utilities are available to developers in a timely manner.<\/p>\n

Description
\nStrategy Development and Implementation
\n\uf0a7\tDevelop and direct the implementation of the department strategy ensuring alignment to divisional strategy, Qatar\u2019s vision, mission, and corporate objectives.
\n\uf0a7\tEnsure that department strategy and related strategic plans are developed and implemented, which are aligned with the vision and mission of the organization.
\n\uf0a7\tEnsure the provision of subject matter expertise for the assigned domain and provide counsel to Qatar leadership on all related areas to facilitate the achievement of Qatar\u2019s strategy and divisional strategies.
\nLeadership
\n\uf0a7\tManage the effective achievement of departmental objectives through effective leadership and by setting of individual objectives, managing performance, developing, and motivating team to maximize performance.
\n\uf0a7\tLead the talent development initiatives for the assigned department, collaborating with discipline experts and thereby ensure the availability of talent to fit business requirements.
\nDemand Planning and Operational Management
\n\uf0a7\tMonitor the progress of supply of utilities to developments in collaboration with the City Admin Complex.
\n\uf0a7\tCoordinate with Lusail City Operation Team on the provision of temporary and permanent utilities.
\n\uf0a7\tDirect the metering, billing, and collection and utility supply services to ensure that all activity is carried out in a timely and accurate manner.
\n\uf0a7\t\tDirect the collection of all owed monies from customers and liaise with Finance department to resolve any customer billing queries so that a healthy cash flow position is maintained while ensuring rapid response to customer issues.
\n\uf0a7\tEnsure the timely review of developers\u2019 technical submittals are completed by technical teams.
\n\uf0a7\tFacilitate the clearance of building completion certificate to customers in coordination with Lusail City Administration Complex.
\n\uf0a7\tTrack the development progress across Lusail City and direct the preparation of demand forecasts so that appropriate action can be taken to ensure supply of utility services to customers according to their requirements.
\n\uf0a7\t\tDirect the establishment and management of call centers to ensure that residential customers in Lusail City have a convenient and efficient means of communication with company Qatar.
\nBudgeting and Financial Performance
\n\uf0a7\tOversee the consolidation and recommend the department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs\/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalized upon.
\nPolicies, Systems, Processes & Procedures
\n\uf0a7\tDevelop and lead the implementation of Customer Service department policies, systems, processes, procedures, and controls covering all areas of assigned functional so that all relevant procedural\/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
\nChange Management
\n\uf0a7\tLead the management of change through continuous improvement of department systems, processes and practices taking into account global standards and changes in the business environment which demand proactive action plans.
\nReporting
\n\uf0a7\t\tEnsure that all department reports are prepared timely and accurately and meet company Qatar requirements, policies, and quality standards.
\n\uf0a7\tFacilitate the preparation of reports including analysis on city utilities, development progress and make recommendations\/strategies to meet mandated requirements.
\nQuality, Health, Safety & Environment
\n\uf0a7\tEnsure all relevant quality, health, safety and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products\/services and environmental compliance can be guaranteed.
\nRelated Assignments
\n\uf0a7\tThe job holder may be required to undertake additional duties, which may be reasonably expected and forms part of the function of the job.<\/p>\n

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:
\n\uf0a7\tThe job holder is required to foresee and meet current and potential challenges presented by rapid operational and staff growth in creating and implementing effective human resources strategy.
\n\uf0a7\tThe job holder exercises financial authority as per the level established by company Qatar management and stipulated in the authority matrix.
\n\uf0a7\tKey decisions having significant impact on the Customer Service department are referred to Commercial Director for approval before implementation.<\/p>\n

7. QUALIFICATIONS, EXPERIENCE & SKILLS
\nMinimum Qualifications:
\n\uf0a7\tBachelor\u2019s degree in Engineering or equivalent technical field
\n\uf0a7\tMaster\u2019s degree is preferred
\nMinimum Experience:
\n\uf0a7\t10 years of experience in a similar role and industry, with at least 5 years in a managerial role
\n\uf0a7\tExperience working in GCC
\nJob-Specific Skills (Generic \/ Technical):
\n\uf0a7\tProficiency in English and Arabic
\n\uf0a7\tExcellent communication and inter-personal skills
\n\uf0a7\tStrong financial analysis skills<\/p>\n
