4. KEY ACCOUNTABILITIES:
Description
Day-to-day Operations
 Prepare and follow up on design program and schedule.
 Estimate cooling demand, prepare concept design, presentation, scope of work etc. for new District Cooling projects and provide support to Sales & Business Development.
 Prepare and update hydraulic model of network piping and review requests of change of load and various scenarios.
 Prepare, review, and approve testing and commissioning plan, procedures, method statements, data sheets, testing criteria, and testing and commissioning reports.
 Follow up on ongoing, pending, and due submittals, review subordinates’ review comments, highlight differences and deficiencies.
 Conduct site inspections related to design, testing and commissioning along with team members when necessary to ensure work is carried out in accordance with the requirements.
District Cooling
 Review design reports, design drawings, material submittals, method statements, show drawings, hydraulic and stress analysis models -all related to District Cooling plants, network, and energy transfer stations.
 Prepare design reports, technical specifications and update technical specifications for District Cooling plants, network, and energy transfer stations.
 Update cooling load data of Lusail City and new projects based on master plan changes.
 Provide technical support for District Cooling network testing and commissioning, tie-in with different network package interface and District Cooling plants.
 Validate testing and commissioning results for District Cooling discipline and prepare and review testing and commissioning guidelines for contractors and developers.
Design-related Activities
 Carry out feasibility study, concept design, load estimation etc. for new District Cooling projects.
 Lead concept and detailed design of District Cooling underground networks, plants, and energy transfer stations.
 Carry out feasibility study, initial planning, concept design, and detailed design review of District Cooling plants.
 Review design and material submittals for ETS from sub developers within the stipulated times.
 Guide, lead, and coordinate the works of engineers and CAD designers etc.
 Solve design related issues/clashes in coordination with other parties involved.
Relationship Management
 Lead and coordinate all activities independently of design process including attending meetings related to design progress and coordination with clients and all stakeholders.
 Interact and communicate with clients, external and internal consultants, all internal team members, and contractors to ensure smooth operation of projects.
 Liaise with and provide guidance to CAD designer as and when required.
Tendering
 Provide support during the tendering phase in evaluating bidders in line with technical requirements for the project.
 Prepare and update the scope of work, BoQ, specifications for RFP related to plants, network, and energy transfer stations.
 Review technical proposals from EPC contractors, manufacturers, suppliers and prepare evaluation reports for all procurement related to plants, network, and energy transfer stations.
Team Supervision
 Organize and supervise the work of the assigned team to ensure that all work within a specific area of the activity is carried out in an efficient manner, which is consistent with operating procedures and policy.
 Provide guidance and on the job training for junior colleagues and conduct knowledge sharing to facilitate achievement of team objectives and completion of tasks in an efficient manner which is consistent with operating procedures and policy.
Budgeting and Financial Performance
 Monitor the financial performance of a given area of activity versus budgets and ensure all activities are carried out in line with the approved guidelines while promptly reporting on any variances to management.

 Provide inputs and implement policies, systems, and procedure for the assigned team so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:
 The job holder exercises financial authority as per the level established by Qatar management and stipulated in the authority matrix.
 Key decisions having significant impact on the department are referred to Engineering Manager for approval before implementation.

7. QUALIFICATIONS, EXPERIENCE & SKILLS
Minimum Qualifications:
 Bachelor’s degree in Mechanical Engineering or equivalent
Minimum Experience:
 7 years of relevant experience in the design of District Cooling systems with a major District Cooling utility company / infrastructure designer / EPC contractor in GCC
 Experience in mechanical building services (HVAC etc.) / District Cooling
Job-Specific Skills (Generic / Technical):
 Proficiency in English
 Strong communication and inter-personal skills
 Strong analytical and problem-solving skills
 In-depth knowledge of standards and codes relevant to district cooling utilities (ASHRAE / BS / EN / ASME / AHRI etc.) and testing and commissioning (BSRIA / ASHRAE etc.) and familiarity with authority regulations in Qatar
 In-depth knowledge in hydraulic modeling of District Cooling network
 MMUP, Qatar-approved engineer status is desirable
 Membership of ASHRAE, CIBSE, IDEA etc. is desirable
 Computer literacy (NetSim, AutoCAD and Microsoft Office in particular)
